As for 2m, you can built a small Yagi, and talk via satellites. I've never done it, so I am lacking in info on this.

Some repeaters have an offset, and some also and/or have a CTSS signal that your radio has to be set to send. Otherwise the repeater wont let you connect. See if you can find which ham radio club...

Last year on 15m and 20m I seldom got anyone, nor heard them, in Zone 4. Most of my contacts were outside my area. I have had a very few contacts in Florida and South Carolina. So HF can be fickle.
Once you get your Technician license you can use those on 2 meters. Some areas have good 2 meter activity and some don't. Check with your local ham radio club to find out.
