You mean like packet radio?
You could program a simple scanner to sweep between two frequencies and record the output, modify that output to interface with whatever, yes.
Software Defined Radio can also do this, with a USB...
RST = Readability, Signal, Tone
as a radio ham you will only need two, 599 or 5NN :)
Only readability matters, signal strength is mostly irrelevant and tone is usually reserved for CW...
Looks like a "smart" charger connector, I forget what they are called. Radio controlled cars etc use them...

Most likely water in the coaxial cable, it's not repairable. Change the coax and make sure the new one is properly sealed with self-amalgamating tape at the antenna end...
None of those frequencies are allocated to us - we would lose our license if we used them for amateur radio...

It sounds like something wrong with the switch-mode, did you transmit while it was plugged in?
Build a QRP kit! there are lots out there - if you're not too scared of SMD, there are some really good little kits, comparable to a full-sized setup.
I recommend a single-band (or frequency) type...
Almost all H.F. transceivers are general coverage, they will all tune AM broadcast frequencies.
