It sounds as though you may have the CTCSS or DCS set to decode (filter out) unwanted incoming signals without a specific CTCSS (or DCS).

So, assuming you are in VFO mode...

Go into the menu using the SET (MHz) key, and have a look for item 28 (at least it's menu item 28 on my FT-2800), and see if it's set to "TSQ" or "DCS". If it is, set it to "off" and then come out of the menu using the SET (MHz) key.

    Ah!

You're operating entirely in VFO mode, aren't you?

What you need to do is program the repeaters that you regularly use into memory (you have 200 memories). That way, you can assign different CTCSS tones to different repeaters (assuming they actually need different CTCSS tones), you can also program in different power levels for different repeaters, and even label them up so you know what's what.

If you operate in VFO mode, when you change frequency, you keep whatever CTCSS setting and/or power level you have chosen. That's why when you change frequency (away from a repeater that uses a CTCSS tone), you can't hear anyone else operating on other frequencies - you still have the CTCSS tone switched on.

Look up the memory programming section of the manual, it's worth while persevering with it. I have about 30 memories programmed up with all my local repeaters and my often used simplex frequencies. It makes life much easier - especially for scanning.

You don't need to program it in memory. you can simply turn it off by going to the the same menu and choose the correct mode. So go to menu 49 and simply select "TONE" so you will transmit a tone only. and you will receive whatever. Or if your repeaters don't require a tone you can also choose "OFF"

If you want to do memory, you can. I operate local repeaters for a couple of years before i programmed anything into memory.
