    Default Operating in VE

Need a simple answer to this simple question...what is the minimum requirements for obtaining a reciprocal, or replacement licence in Canada? Son is trying to get the Intermediate done before he goes.....but we are not too sure if thats enough!
I have tried to get the info from RA247 but I see contradictions which might not be there...and, hence, I am confused!

You would need a Full license to operate temporary in Canada, an Intermediate would be insufficient.

What I'm unsure of is wether you could operate on HF, as Canada still incorporates a morse test in its licensing.
