Stepping up Voltages usually requires some kind of oscillation, an ioniser, for example usually works at about 12kHz, harmonics are usually pretty weak, but they do exist.
Bear in mind, any kind of spark will cause wideband frequency disruption, there's no getting away from it...
Stay away from 116-136MHz (the airband) this is where you're most likely to get a knock on the door if you cause problems.
In reality, if you conduct your experiments away from civilisation, you won't get people knocking and telling you they can't watch Eastenders etc...
