Cannot activate repeater mode on TM-D710.

I've had my '710 for about 6 months now and I've been enjoying it thoroughly but I cannot get repeater mode to activate. I've even done a reset on it a couple of times, read the manual and nothing is helping. I've tried both locked and cross band modes as well.

I have the left band set to 2M and the right band set to 70cm, TNC is off. Repeater Mode in menu 403 is set to Cross Band (Though I have tried other settings)

I turn off the radio, press and hold TONE and then power on. I get a single high pitched beep, but the radio comes on in normal operating mode.

If anyone can offer any suggestions or has set one of these up before I'd really appreciate the help.

are you in VFO mode?
