Any time I see a piece of military gear ending with the letters "URM" I think of test equipment / training aid for the military personnel.

U - Utility
R - Radio
M - Maintenance / Test

I spent days researching the R - 854 number but came up with ZIP! If you could post some photographs of the equipment it might be easier to identify.

I wish I could help but I am ex-British Military and of course our equipment has different numbers; although we did use a lot of Canadian stuff.
