Secret codes are not permitted?

I was wondering can any language be used when opperating a station?

could I send a voice message or CW message to another Irish language speaker or another Romani speaker?
because not many people speak these languages is this considered a secret code??

Answer will vary depending on where you are and what your licensing authority actually says (in your case, check with the RSGB). We here in the States can use any foreign language, presumably including Klingon, as long as we identify properly in English. Applies to voice, CW and any other mode.

At least in terms of the UK licence, the requirement is that you don't use any form of encryption.

Encryption is defined as something which has a key - something which has been communicated separately which is needed to extract the original meaning of the transmission. This is not the case with a foreign language (I remember one evening last year where everyone started speaking German on the GB3RD repeater for a couple of overs!) Anyone who knows the language can participate.

However if I encrypt the message then even if you know the original language and the encryption mechanism you can't recover the original message without the key. So even if I tell you a message is english encrypted with AES-256, you can't recover the original message without knowing the key for that message.

Using an obscure language is just that - obscurity, not encryption.

As far as I can tell, and from what the others have said, (having read the licence booklet from cover to cover at least twice) any language is permitted as long as you identify yourself in the appropriate manner.
