TM 741A, defeating automatic repeater shift

I recently acquired a TM 741A tri-band transceiver. But for a few difficulties it seems to be a fine rig. The difficulties: Despite explicitly following the instructions in the manual, I am unable set the direction of repeater shift or to place it in simplex mode, nor have I found a way to set the amount of offset. And, yes, I have done a total reset.

I need some help.
